Do church leaders tell LDS how to vote?

No. 

It's true that most active LDS lean republican, but most active religious people lean republican. It's also true that many leaders of the church are registered republicans. Former apostle James Faust (a democrat, actually) said it best. When asked what political party he said he was in after becoming an apostle, he said "The party of God". Like supreme court justices, the apostles do swear off partisan politics and the church is politically neutral.
